9.1 The UAE Resilience Framework (Organized by COP28 Presidency and incoming COP29 Presidency)

Background
The UAE Framework for Global Climate Resilience (UAE Framework), delivered as part of the historic UAE Consensus at COP28 is designed for the achievement of the global goal on adaptation. This new framework is a major progression for adaptation by defining forward looking targets in key thematic areas (water, food and agriculture, health, ecosystems and biodiversity, infrastructure and settlements, poverty eradication and livelihoods, and cultural heritage) and on the dimensions of the adaptation cycle (assessment, planning, implementation, and monitoring & review) to be achieved by 2030 and beyond. The UAE Framework is aimed to provide direction for adaptation implementation and informing future cycles of GSTs in this regard. To maintain momentum from COP28 and to address the adaptation issues still on the table for COP29, the COP28 Presidency and the incoming COP29 Presidency urge Parties and non-Party stakeholders to support implementation of action to achieve the targets of the UAE Framework. NAP Expo is an opportunity to highlight the significance of the UAE Framework and encourage adaptation leaders and practitioners to advance action on the ground for adaptation to ensure progress in implementation across both the thematic and dimensions targets in the run-up to COP29 and beyond.

Guiding Questions
1. The UAE Framework provides granularity to the global goal on adaptation of the Paris Agreement with forward looking targets on thematic areas important for resilience and the dimensions of the adaptation process. What needs to be done in the period leading up to 2030 to facilitate action that supports achieving the thematic targets of the UAE Framework and how would you reflect on the importance of COP29 in supporting these efforts?
2. The decision calls on both Parties and non-Party Stakeholders to increase ambition and enhance adaptation action and support towards achieving the targets. How can both these groups of actors work towards implementing the UAE Framework?
3. To what extent do National Adaptation Plans today respond to adaptation needs corresponding to the seven thematic targets of the UAE Framework? How can NAPs be leveraged to support achieving the thematic targets of the UAE Framework? What are your expectations with respect to assessment of progress on formulation and implementation of NAPs?
